ISSUES

Ohio Issue 3 – Issue 3 is a constitutional amendment, proposed by initiative petition, to adopt Section 5 Article XVII of the Ohio Constitution. The purpose of the amendment is to establish revised limits on political contributions, establish prohibitions on political contributions and provide for revised public disclosure requirements of campaign contributions and expenditures.

Ohio Issue 4 – Issue 4 is a constitutional amendment, proposed by initiative petition, to amend Article 9 of the Constitution of the State of Ohio. If passed, the amendment would provide for the creation of a state redistricting commission that would be responsible for creating legislative districts. Under the amendment, legislative district boundaries will change beginning in 2007.

Portage County Issue 8 – Issue 8 is a proposed 0.4 mill additional tax levy to maintain current expenses for the Portage County Health District. For a house with a $100,000 market value, the owner would be taxed $14 per year over the next five years.

Kent City Issue 14 – Issue 14 is a proposed charter amendment to remove the Board of Building Appeals and Construction Commission from the list of members that must be electors of the city. The amendment will be effective upon passage and certification.

Kent City Issue 15 – Issue 15 is a proposed charter amendment that the mayor of Kent no longer be recognized by the governor as the head of city government for purposes of military law. Instead, that power will be included as part of the city manager’s duties. The amendment will be effective upon passage and certification.

Kent City Issue 16 – Issue 16 is a proposed amendment to Article VIII Section 61(c) of the Kent City Charter, which defines the dollar amounts of contracts needing approval of the Board of Control. The current wording states that the Board of Control must approve contracts exceeding $2,500, or as otherwise increased or decreased by the statutory limit defined by the Ohio Revised Code. Under the new amendment, the Board of Control must approve any contract in excess of the statutory limit defined by the Ohio Revised Code. The amendment will be effective upon passage and certification.

Aurora City Issue 25 – Issue 25 is a renewal levy for the purpose of road and bridge construction and repair in the city of Aurora. The city estimates to receive $503,908 annually from the 0.9 mill levy through 2010.

Aurora City Issue 26 – Issue 26 is a request for a zoning map amendment. Under the amendment, 2.026 acres of property owned by Parkview Federal Savings will be converted from residential to commercial property. The amendment is effective upon passage and certification.

Mogadore Village Issue 29 – Issue 29 is a proposed constitutional amendment to provide a collective bargaining agreement for police. The amendment will be effective upon passage and certification.

Mogadore Village Issue 30 – Issue 30 is a proposed charter amendment to allow for the acceptance of bids from the lowest responsive and responsible bidder in accordance with Village ordinance. The amendment will be effective upon passage and certification.

Mogadore Village Issue 31 – Issue 31 is a proposed charter amendment to provide for an eight-member Charter Commission. One of the members will be an alternate, non-voting member to be approved every four years, effective Jan. 1, 2006. The amendment will be effective upon passage and certification.

Mogadore Village Issue 31 (A) – Issue 31 (A) is a proposed charter amendment to provide for the requirement of a recall committee before recall petitions are circulated and grounds for recall to be included in the petition. The amendment will be effective upon passage and certification.

Windham Village Issue 34 – Issue 34 proposes an income tax increase of 0.5 percent, providing police, street maintenance and other services for Windham Village. The increase will be in effect on Jan. 1, 2006, and continue for five years.

Atwater Township Issue 35 – Issue 35 is a renewal tax levy of $1.5 million for road and bridge construction and repair in Atwater township. The levy will be collected over five years from 2006 to 2010.

Atwater Township Issue 36 -Issue 36 proposes an additional tax levy of $2.25 million for fire protection in Atwater Township. The levy will be collected over five years from 2005 to 2009.

Brimfield Township Issue 37 – Issue 37 proposes a replacement levy of $2.7 million from police protection in Brimfield Township. This levy will be collected during a continuing period of time beginning in 2006. It will be first due during the calendar year of 2007.

Edinburg Township Issue 38 – Issue 38 proposes an additional tax levy of $4 million for fire protection in Edinburg Township. The levy will be collected over five years from 2005 to 2009.

Mantua Township Issue 40 – Issue 40 proposes a renewal tax levy of $1.5 million for road and bridge construction and repair in Mantua Township. The levy will be collected over five years from 2006 to 2010.

Palmyra Township Issue 41 – Issue 41 proposes a replacement levy of $2 million for fire protection in Palmyra Township. The levy will be collected over five years from 2006 to 2010.

Randolph Township Issue 43 – Issue 43 is a petition for town hall improvements in Randolph Township. An excess of $10,000 will be collected from the general fund year of 2006 only. The petition will be effective upon passage and certification.

RACES

Streetsboro City Council – Three Council-at-large seats in Streetsboro are being contested with five independent candidates running for office. Pete Buczkowski and Arthur Scott are running for re-election. Regis V. Faivre, Bobi Ryczek and Julie D. Sanders are looking to oust the pair of incumbents. The third council-at-large seat in Streetsboro is currently occupied by Steve Michniak. He is not seeking re-election for this coming term.

Brady Lake Village Council – Brady Lake Village has four spots open on its council. Democrats Ruth Carlson and Joe Pittinger are on the ballot along with Republicans Rebecca J. Lampert and Chuck Young.

Garretsville Village Council – Four current council members on the Garretsville Village Council are seeking re-election. Republicans Teri Eiermann and Robert W. Matson along with Democrats Karen Clyde and Charles Klamer fill out the ballot. The quartet will run unopposed for positions on council.

Hiram Village Council – Hiram Village’s council race has six candidates vying for four vacancies. The Democrats running are all incumbents: Alan Donley, Catherine E. Spencer and Stephen L. Zabor. David C. Smith is the lone republican incumbent looking to stay on council. Robert F. Cram and Tom Wadkins round out the republican list.

Sugar Bush Knolls Village Council – Sugar Bush Knolls Village Council has four open seats – and no candidates as of last week. Mayor Nancy Carstensen has said that the four incumbents forgot to apply by the deadline, and the village forgot to remind them. The village is searching for candidates to run in Tuesday’s election.

Mogadore Village School Board – Mogadore Village’s school district has three positions in contention. Angela Brodie and John L. Kinsey are the Democrats running. John M. Cain and Robert Sullivan represent the Republicans.

Mogadore Village School Board – Mogadore Village’s school district has one unexpired term that will end on Dec. 31, 2007 up for grabs. Republican Thomas J. Shuman will face Democrat Rodger M. Samson for that position.

Stow-Munroe Falls School Board – Stow-Munroe Falls’ school board president, Democrat Kathy Armstrong is running for re-election along with current board member and former board president Republican John Pribonic. Democrats Robert C. Neitz and Chris Ritzinger are challenging for a spot on the board, along with Republican Wendy M. Dyer.
