Washington state adopted rules Wednesday for the recreational sale of marijuana, becoming the second state to do so. Colorado and Washington last year legalized possession of nearly an ounce of marijuana for those more than 21 years old, and now Washington is preparing to start selling the drug by the middle of next year. Washington Liquor Control Board members, who made the rules for selling marijuana, said they tried to balance making marijuana accessible enough to undermine the black market but not so accessible it could harm public safety.

Los Angeles International Airport officials said Wednesday they plan to hold meetings to see whether they can enhance security after two dry-ice bombs exploded there Sunday, and one was found unopened Monday. Dicarlo Bennett, 28, was arrested late Tuesday on charges of planting the bombs as an alleged prank. He was booked for possession of a destructive device and is being held on $1 million bail.

Police in Athens, Ohio, are investigating a rape near the Ohio University campus that a female student reported Sunday. The case is unusual, officials said Wednesday, because onlookers posted photos of the incident to social media; police said the witnesses might have thought they were seeing consensual activity. Police said posting the photos might be morally despicable, but they ultimately are helping the investigation.

Cleveland’s Rock and Roll Hall of Fame announced Wednesday this year’s nominees to the hall. Nirvana, Linda Ronstadt, The Replacements, Peter Gabriel, Yes and Hall and Oates were among the first-time nominees on the list of 16 artists. Returning nominees include KISS, LL Cool J, Cat Stevens, N.W.A. and Deep Purple. More than 600 voters will pick the 2014 inductees, who will be announced in December.
