Over the course of several months this year, an employee of Kent State’s University Facilities Management was charged with eight criminal counts involving sexual imposition, kidnapping and rape. Elwood McWilliams, energy management supervisor for the Energy and Power Plant, had unrestricted access to campus buildings and their mechanical rooms, which include dormitories. The university was unaware of the investigation until McWilliams went to jail.
