Robyn Stallard, who was driving on South Water Street, said she got out of her car when she saw the victim lying on the street.

“(There) was a little girl lying in the street,” Stallard said. “She was just really hysterical, kind of out of it, and screaming for her mom.”

Kent Police are investigating the accident.
